NHS Kernow is the clinical commissioning group (CCG) for Cornwall and Isles of Scilly.

We comprise 65 local practices who are themselves formed into locality groups which have been involved in local commissioning for many years.

Our job is to buy health services for the population of the county and islands including hospitals, mental health services, children’s services, community services and GP out-of-hours services.

Our other functions include assessing the health needs of people living in Cornwall and Isles of Scilly, engaging with local people to understand their health needs and to receive feedback on local services, monitoring the quality of health services, planning services to meet future health needs, and working in collaboration with partners and organisations to achieve our aims – including other NHS trusts and provider organisations, local authorities, voluntary sector groups, patients, carers and the wider public.

Our annual funding is £732.1million a year, which we receive from NHS England.

We have around 364 contracts with providers to deliver local NHS services in Cornwall and Isles of Scilly.

The main providers from whom we commissioned services from in 2015/16 are: Royal Cornwall Hospitals NHS Trust, Plymouth Hospitals NHS Trust, Northern Devon Healthcare NHS Trust, Cornwall Partnership NHS Foundation Trust, Peninsula Community Health, Cornwall Health and Ramsay Healthcare.

We formally took over from Cornwall and Isles of Scilly Primary Care Trust on 1 April 2013.

The transition from primary care trusts to CCGs is part of the Government’s restructuring of the NHS, and provides the opportunity to refine how commissioning is led and delivered for the benefit of our population, with a focus on service quality and listening to the views of patients and our population.

As part of the transition process, public health services that were previously commissioned by the primary care trust, such as stop smoking services and weight management, have now moved to the local authorities.

NHS services provided by GPs, dentists, pharmacists and optometrists, as well as other specialised services and responsibility for immunisations and screening, have moved to NHS England. We are now working with NHS England to start to become more involved with the commissioning of primary care. NHS England retains accountability for this work, although we expect our CCG to take on a more proactive role in the commissioning of primary care in the future.
